Q: I'm a US business, my business partner from the UK (Scotland) cancelled a contract on me no refunds. Whom to approach?

My business partner told me over a Facebook message that, we can get into a partnership for an online ecommerce business. It would cost me $20K which will include marketing and first inventory order expenses. The business will be scaled using the profits. I sent him $20K on April 2016 and signed a contract on Aug 2016. He dragged his feet on this business venture, after asking and requesting him several times the product finally arrived in Amazon warehouses in Feb 2017. My business partner wanted me to pay for the 1st order and i told him that it should come from my initial investment and he agreed to it and paid for it. He wanted to order 500 pcs of inventory and that was the first order. He sent me another contract to sign in march 2017. I kept asking him to speed up the process several times but he kept making excuses. All this is documented in my Facebook messages to him since March 2016. He now wants me to order the second inventory batch and cancelled the contract when I did not.
