Q: Can border patrol call a state and have charges dismissed on Canadian citizen

I know someone Canadian was on probation in Texas for 3 different cases of felony theft of copper in one county in another county on probation for class b misdemeanor. Caught a possession group 1 felony charge. He was no show for that court date . So issue warrant plus he skipped out on bond and has mtrp. He was arrested in Washington border patrol arrested him. Texas put a hold on him. He was in there for 40 days then ice come in he said they said they had all his charges dropped and past background erased and released him in Canada. Can they have someone past after being caught erased like that? Warrants disappear? Current charges disappear ? If so how and why would they do this? Basically he gets to escape his consequences and not be held accountable ?
