Q: Is my apartment allowed to charge me for renovation fees after I moved out? (More details added to post)

Our last apartment was renovated right before we moved in last year and one bedroom needed a carpet replacement by the time we moved out. But they want us to pay to replace both of the room's carpet (even though the second one has no damage done to it) because they ordered new carpet for the newer renovated apartments even though it's only been a year since they renovated ours. They explained that they wanted both carpets to match. So now we're being charged to replace non-damaged, perfectly new carpet that we shouldn't be paying for except with a normal cleaning charge. And there is nothing in the lease stating that we are liable for renovation charges. Is this kind of thing legal?
