Q: Almost 2 yrs ago we lost our dog. We now know his location. Can we get him back?

We put up flyers, searched kennels, and the neighborhood to no avail. Today we see a woman walking our dog, who lives a block away from where we used to stay. My husband called his name and he instantly began to come, only to be pulled away by his leash. We called the police with kennel registration, pedigree certificate, and vet medical records only to be told that there was nothing they could do. We do not have pictures but he does have a very distinguishing defect as noted in the medical records. What are the chances we get him back if we pursue the matter in civil court?
