Q: What to do when a parent has 0 contact w/child, has never pd CS and can't be found?

Last known location was Hawaii, but that was a few years ago. The parent doesn't attempt to call or send mail nor does she pay ANY child support and has never paid a cent. We are interested in more info on step parent adoption but we don't know where she is to even be able to try and have her rights terminated. We've discussed serving her by publication but we aren't sure which state she's in. The state of GA (DFCS) claims that they can't communicate with Hawaii (that's the last place she sent a letter from) Not sure if she's in Hawaii, Arizona, Tennessee..... What is the best thing to do for our family? Pursue child support? Try to get her rights terminated? Or is there a better option?

A: Contact an adoption attorney. Her rights can be terminated withing the adoption action.

A: If you are doing a stepparent adoption, you can still do it by publication if you cannot locate her and she hasn't had any contact or paid support for at least one year. Talk to an adoption attorney about what is necessary to get this accomplished.
