Orland Park, IL asked in Civil Rights for Tennessee

Q: Fiancee stuck in a foreign country. He's there on business, he needs to pay taxes. His bnk in TN wn't allow excess to acct

His bank won't allow him to excess his account so he can pay the taxes and leave. Now he is stuck there with no money and no way out of the country. His bank is saying he has to come to the bank to verify it is him before releasing any funds to him. But he can't go to the bank to solve this problem because he don't have the money pay on the taxes he owes. He has tried to talk with them in letting him show proof of his license, but they won't listen to him. He has gone to the Embassy, but they said the same thing he must pay the taxes before he leaves. Can something be done with the bank to release money so he can leave? Please this is our only hope for his return home.
