A: In Fresno, according to the municipal code § 14-1703 the only places cyclists are required to dismount and walk are the downtown business district and any street designated a walk mall.

In Clovis, it is much more black and white. Clovis Municipal Code 5.8.12 "Riding or driving on sidewalks.

No person having in his possession or control any horse, automobile, bicycle, tricycle, or other vehicle shall ride or permit the same to be run on any sidewalk in the City or in any public park or square within the City." (§ 5, Ord. 363, eff. August 19, 1964) https://www.codepublishing.com/CA/Clovis/?clovis05/Clovis0508.html&?f
