Q: Hello, is it possible to collect statistics of courts decigions by specific article of law and specific year? And how?

For example: how many conviction/ acquittal were in Texas in 2016 for car theft? Are the services like Westlaw Next and Lexis Nexis are suitable for that case? And how much time could it take?
