Q: What are the laws around allowing dogs in drink-serving establishments in California

I understand (for the most part) the law on allowing dogs in food-serving establishments. Namely that pets must be kept in outdoor seating, and only service dogs are allowed inside. (https://leginfo.legislature.ca.gov/faces/codes_displaySection.xhtml?lawCode=HSC&sectionNum=114259.5.)

However my question is for places that don't serve food. Almost all bars that don't serve food allow my dog and I inside. However, is this legal? Is it that beer/wine/coffee is not considered a food-stuff?

Similarly these same bars that don't serve food allow take-out to be brought inside. Is it then still legal to have the dogs inside because the establishment is not preparing the food? And/or because they're not the ones selling the food?

Or is it that none of this is legal and places and law-enforcers are just turning a blind-eye?
