However, there can be limitations on these freedoms based on issues of public policy, safety, maintaining order, etc. The government’s position would be that such restrictions are in place to prevent injuries to cyclists and pedestrians that could result from allowing them to be in the close proximity of cars traveling at 60-plus mph.
