Q: Can you get a speeding ticket without being pulled over by a PA State Trooper?

I wasn't paying attention to my speed and was maybe going 55 in a 45, saw the Trooper, hit my brakes and slowed down to between 45/50 by the time I passed the Trooper. Got a ways down the road and noticed said Trooper had begun to follow me, never turned on lights/sirens and exited after about a mile or so of following. Can I still get a speeding ticket since I was never pulled over? There are two other people who drive the car, does that make it less likely for a ticket since, from what I understand, they have to name the actual driver during the infraction when giving a ticket?

A: Yes, you could possibly get a speeding citation by mail later, although I think that's unlikely. The number of people in the car, however, shouldn't have any effect on whether that happens, though.
