Q: Possible to get a modification on court ordered child support obligations while owing/currently paying back owed.

21 year old moved out over a year ago, graduated high school. She just enrolled in college 2 months ago. Twins: 18 years old. Both graduated. One lives at custodial mother's home, the other moved in as a roommate with a friend. Neither of the twins are enrolled in college courses. The custodial mother has since became a well-paid nurse and has had 2 more children by more fathers which she is collecting child support on them also. The non custodial father is also my children's father (ages 5 and 1). We operate as a family, financially and otherwise. MDHS told him today that his financial obligation cannot change until the twins reach age 21. I feel like this is false information even being court ordered back in 2004 to pay x-amount. He pays $100 a month in arrears in addition to his monthly obligation. Also his federal income tax is garnished yearly. Current support is also garnished. What can we do? Do we need attorney or can we petition or file without an attorney?
