Q: Parking tickets in the mail?

I received an angry note - not a police ticket -informing me that I had parked in a forbidden area and that the police would be sending me a ticket/fine in the mail. Is it common in Pennsylvania for parking tickets to be delivered in the mail? I am uncertain whether I have actually been ticketed (and if so, why was the ticket not on the windshield?) or whether some mean-spirited individual was simply trying to frighten me.

A: You likely have an irritated apartment owner. However usually tickets can only be given if the person writing the ticket was there. They may be sent by mail but may be subject to defense depending on the number of days. It's unusual, so cross that bridge when you come to it.
