Q: Would this be considered a civil lawsuit?

On Friday the 9th when arriving to pick up my mail from my P.O Box the lock on the P.O Box was broken, as well as other P.O Boxes in the lobby. When my relative went and asked the customer service why the lock was broke, she was told that someone came in and broke all the locks. I was not notified with the vandalization happend and do not know how long my personal information such as bank statements, bank cards, and other identification documents was made available to the public. Not only that I have not been informed when this problem will be fixed.

A: If this happened inside the post office where you keep your post office box, in all probability the postal service has already begun an investigation.

You don't state how often you checked your box. You should be getting your mail every day the mail is delivered. If you were negligent in checking your box, the post office will not be responsible for that. You should have learned what happened the very day or next weekday that mail is delivered.

I don't see fault on anyone's part except the vandals who caused the damage. It is up to you to be diligent about keeping up with your own mail box.
