Q: What county do I file a motion for custody in?

I don’t have a way to find out where my kids are. The man who had them up and moved from the house my kids were living. He refuses to let me speak or see them. They are not his kids. When I contacted the police they said they couldn’t help since it’s a domestic dispute and I had to go through the court system. I know where the man works but that’s all the information I have about where my kids or he is located.

A: That's a BS answer from the police. If this person has no custody rights, and is not the biological father of the children, he is kidnapping them if he took them from you. I have a feeling there is more to this story.

You need to retain a private investigator to find the children if the police won't help, and retain counsel to file a habeas action.
