Q: Can a judge decide to ignore their own court order for actions they failed to complete in a timely manner?

Nov. 2017 my ex had dyfs called on her for an injury my daughter sustained in her care. DYFS temporarily put a safety plan in place preventing visitation between my ex and my child. My ex then made accusations that I abused my child. The Judge ordered that the court review the DCPP file,psych reports and do an in camera review when available and told us not to file any motions until we heard back from them. DYFS cleared my case as "Unfounded" and my ex received a "Not established" finding meaning our child was harmed in her care but they couldn't prove it was abuse.Then my ex just filed to up child support and the Clerk told me to include the request to complete the actions from the previous order in my cross-motion. I followed judges order to wait and feel there is info in files to warrant change in custody, but now judge says that because I waited for them to complete the actions& no new issues were presented, hes not going to complete the in camera review or look at the dcpp file
