Q: What can I do if a cops wrote a hit and run under special circumstances

I was walking hit by a car. The people didn't not call 911 and didn't even make any attempt to talk or even see if I was okay

I gave the cops the license plate.

So happens few months later I see the car parked. But I tried get a lawer but no wants the case because of the reportbeing under special circumstances. And
