Q: Question about judgment entry order for child custody Parenting Agreement

If the father has legal and residential custodian of minor children and mother only has visitation, does the father have sole legal custody? This agreement was signed off by a Judge and both father and mother, even though she didn't give up her rights she gave up custody?
