Q: Can a landlord tell you that you have 8 days to put utility bills in your name after that was the initial agreement

After living here a few years the owner handed the paperwork side of her properties over to a family member to help keep it more organized he told us today on 1/2/19 that we had until 1/10/19 to put the electric bill in our name is this legal without proper notice? Also the original agreement was she would recieve the bill in the mail and we would pay it have been doing it like this since we moved in now this is. Changing i don't have the money at the moment to pay a deposit to have it switched over to my name right now i work a weather dependent job

A: Generaly in Virginia, if your residential lease states that the utility will be kept in the landlord's name and the tenant will pay the bills, the landlord is bound by that provision. It can only be modified by a written amendment to the lease that is signed by both the landlord and the tenant.
