A: Probably. Hard to tell all relevant facts without knowing more, but, assuming a "legal" impound, which you are apparently admitting to, the only ways to avoid more charges are getting it out (the charges add up daily) asap OR allowing them to sell it asap without adding up more daily charges and then paying them the deficiency...
