Q: What is charge for 54.1-111(A)(1) Practicing in the profession of contracting without a valid license?What does it mean?

I have filed a complaint on DPOR and was to the charge is 54.1-111(A)(1) Practicing in the profession of contracting without a valid license.

A: Lawyers and nurses need a license to practice law/nursing. It's a violation if you do that without a license. Those are two examples.

A: Virginia Code § 54.1-111 (A) states:

A. It shall be unlawful for any person, partnership, corporation or other entity to engage in any of the following acts:

1. Practicing a profession or occupation without holding a valid license as required by statute or regulation.

It goes on to state that:

Any person who willfully engages in any unlawful act enumerated in this section shall be guilty of a Class 1 misdemeanor.

A Class 1 misdemeanor is a criminal offense. Virginia Code 18.2-11 defines the authorized punishment as:

(a) For Class 1 misdemeanors, confinement in jail for not more than twelve months and a fine of not more than $2,500, either or both.
