A: Not automatically, no.

There's a lot of information missing here. Did the Defendant plead guilty or go to trial?

Is the Defendant indigent?

Does the defendant have an attorney representing him or her right now on appeal?

If the Defendant has an attorney now on appeal, then that question should be directed to that attorney.

Otherwise, the best person to ask is the attorney who represented the defendant in front of the trial court.

A: Not automatically. The defendant will have to show that they cannot afford the transcripts and it needs to be be for a very specific purpose. The defendant should speak with the attorney that assisted them with the matter.
