Q: Is it animal cruelty to leave a dog outside indefinitely with no shelter? Please read details

My neighbor has two beautiful dogs that have been outside for three days now at least without any kind of shelter, I’ve been watching closely and observing their feeding and watering, they are very irregularly fed and watered and it frequently reaches 95 degrees here. They appear to have mange, and also to be malnourished to some extent. They are bound by chain that is twice wrapped around their necks. Today is 30th of June and as of now at 1238pm I have yet to see them come out and feed or replenish the water of their dogs. I’ve read the state laws about animal cruelty and they seem to be grossly inefficient. Please help me to understand what I can do. I don’t want this to be a slap on the wrist so they can keep neglecting these animals, I want them to be removed from their care, I’d be willing to take them in myself as many of the shelter down here are kill shelters.
