A: In terms of finding out who a property belongs to, that could generally be accomplished in most jurisdictions through the county clerk's office. Some county office's have their records online, and some, you have to go to the physical building. You could do that yourself, or contact a property attorney in Mississippi to help you. But in the bigger picture, maybe an elected official in your county/city could help you, particularly if other residents are impacted by the flooding you describe. You could also ask for the official's assistance in exploring whether the flooding condition qualifies you for any type of government relief on the federal or state level. Good luck
