Forgot to give me the other ticket even though he issued two tickets . One for my Colorado dl since I’m in Florida and one for turning on a red. The ticket he gave me was for my license. But he forgot to personally hand me the turning ticket which is 6 points. So my question is do I still have to pay that even though I do not physically have it ?

A: I believe the officer has to give you the ticket for it to be enforced. But what do you mean that he also gave you a ticket "for [your] Colorado dl since [you are] in Florida". It's not a violation of law to drive in Florida with an out-of-state license.
