Q: "At-fault" accident, Petty misdemeanor citation, full coverage-SF, no tickets past 10yrs. benefits outweigh atty fees?

Just trying to find out if I can get an advocate near MSP South metro area to help my mother through this rear-end accident. Willing to pay if short/long-term benefits outweigh upfront cost.
