Q: Is the claimed ownership of local City government property in GA by adverse possession legal?

In a nutshell:

I was sold a strip of undeveloped land in the right in the heart of a small city in Georgia. It was purchased in 2008 at the Fair Market Value of $5,000. This .8 acre strip of land is adjacent to more then 4 acres of land already owned by me. This strip of land also had a 50 ft access to the Reserved City property through to the street.

I just found out recently in 2019 that, within a month of 2008 sale, the seller made an adverse possession claim to a strip of land owned by the City which blocks the 50 ft. access to the street of 2 other plots of land. The claiming of this city property was based on some sort of affidavit by the seller who had just sold me the property. Moreover, we, the owners of the adjoining 4 acres of property, had maintained all land since the date of sale in 1998.
