Q: Can a private citizen issue a motor vehicle ticket in Florida? If so, what is the statute or Rule of Court citation?
Some young person almost killed me and a few others while driving recklessly on a 2 lane highway. She even passed a number of us on the right, driving on the grass. I have her license plate number and I got a good look at her. I want to prosecute her because she is going to kill herself or someone else while driving.

Good question. While private prosecution for violation of criminal statutes is allowed in some states, it is not in Florida, to my knowledge.
Why don't you contact the local police or State's attorney?
