Q: A policeman ticketed me but didn't even approach the other person.The violation was improper use of a lane

There was a semi truck that appeared to be broke down in the right hand lane. I sat through 5-6 cycles of green lights. I knew it was illegal to make a right turn from the left lane and believed it was legal for traffic to use the break down lane to go around a broke down vehicle especially since there was 3 others doing it the officer ticketed 2 of us and didn't even approach the other 2. And only issued a warning to the semi truck driver who intentionally shut off his engine and sat through the green light cycles because he wanted to go straight. Which was right back into the highway as police were sending all drivers down the off ramp. One of the non ticketed drivers sped around the semi and another semi on the shoulder after the police man put his ticket book in his car after issuing a citation to me and the other woman. All the other drivers were men. Can I fight this
