A: They are responsible for harm caused by their dog if they negligently controlled it. Has your dog been harmed? If you think you are entitled to payment, for what, exactly? Does your dog need a veterinarian? Or, do you want some money just because she is pregnant? How many puppies does the neighbor get in exchange for the payment?

The neighbor can't stop nature any more than you can, and having a female in heat means that any unneutered male dog within a mile will do anything possible to mate with her.

He could have had his dog neutered and you could have had your dog spayed. If either one of you had done so, you would not be in this situation. Seems like you are both at fault to me, and if you want the puppies, you should not ask for money.
