Q: IN RESPONSE TO MR. LIGHT, THANK YOU SO VERY MUCH FOR YOUR REPLY.

The situation I am in is compicated and horrible,two houses down and owners that used to be friends. the woman has serious emotional issues and got the horse so she can own one.The horse is only a possession, neither of them have any interest in the horse, so it stands there completely isolated in the back yard. The horse is depressed and is developing anxiety and behavioral issues, so by horse experts and veterinarian standards, she is suffering and I am have a terrible time knowing what is happening to her. I only wanted Animal Services to address some of the most serious needs of horses and monitor the situation. I know for certain they would not do it, nor would they be able to. I guess I am now in petition land and perhaps enough signatures, professional statements, and veterinarian input would be enough to persuade them to do that. I will fight for her no matter what it takes. Again thank you for your input. Patty

A: Maybe you can ask the owner if you can work with the horse, if you can't buy her, assuming Animal Control finds no neglect.
