Q: Wondering if this CVC code would be helpful to me?

I was recently hit by a car on my bike. I was going the wrong way on a one-way street. The guy in the car is simultaneously believing he isn't at fault, but is scared to give me his insurance info and thus refusing. Would California Code, Vehicle Code - VEH 21650 allow me to be biking in the opposite direction on a one-way street?
