Q: Hello, My dog was ran over by my neighbor and I was just wondering how to make her liable for the pet hospital fees.

I live in a cul de sac, and I saw neighbor speeding to her garage. I tried to contact her by knocking on her door, but she did answer. She was driving fast in a cul de sac.

A: If your dog is running in the street, it sounds like you are at least partially responsible,, if not entirely responsible. You have a duty to maintain control of your animal. However, if there are facts which show that she could have avoided a collision, then she might be responsible for her proportion of the fault. It is impossible to even guess what that proportion might be, but its's probably 50% or less, if there is evidence that she was going to fast, could have avoided the collision, etc. If your dog ran out in front of her, that's on you.
