Q: Being an existing tenant can a new owner start charging additional fees that u never had to pay before?

A: A new owner/landlord must follow the terms of any written lease already in effect. But when that lease expires, the new landlord can change the rent, fees, and any other terms. The tenant can then decide to accept the new terms or move. If there is no written lease, then it is a month to month tenancy, and the new landlord can make changes right away. A month to month tenancy can be terminated at the end of any month by either landlord or tenant by giving 30 days written notice. So if tenant does not agree to new fees, landlord can give notice and terminate the tenancy.
