Nothing will happen with existing orders at this time. To the extent that an order exists and is subject to income withholding, and the payer is not working because of the pandemic, I imagine that some relief will be forthcoming. How and what that looks like will remain to be seen.
If there is a pending case but no support order, any ordered amount would reflect back to the date the action started, so in a sense this situation may create a bigger balance owed once everything is said and done.
