Q: Can you force a short sale on a co-owned upside down property? Would it be possible to get some money out of it?

I have a client who is currently living with his sister on property they inherited. However, they make each other miserable and my client is hoping to move out. He cannot afford to pay a portion of the mortgage and rent at another place so he needs to be free of the debt. Of course, he could also use a chunk of change to help with securing a place to rent. The property would need to be evaluated for price. His sister offered 30K for his portion at one point but is lagging on the deal. I believe she is terrorizing him in hopes that he will just up and leave. We would like to get him out as soon as possible, but are working with limited resources as well.
