Q: Can I use I-912 to waiver fee for my I-539 B2 Visa Extension due to COVID-19?

I need to extend my B2 Visa (using form I-539) because international borders are closed and I cannot fly-out of USA due to COVID-19 situation. Do I really need to pay the $450 fee even though it's a special situation that's out of my control or can I use the I-912 Fee Waiver? I don't want to pay the $450 Visa Extension fee because I'm not intending to stay longer in the United States. It was out of my control that the borders were closed and it's a significant amount of money that I'm not willing to spend, especially during these difficult times. I would rather use that money to fly out of USA as soon as the borders open. I just got stuck here because borders are closed due to COVID-19. What are my options so I won't be flagged as overstaying and I won't lose my US B2 Visa without paying the $450 Visa Extension fee?
