Your question is confusing. I would encourage her to reach out to the many local organizations that can assist with free or low cost birth control if this is something that she is seeking. There is nowhere to file a "complaint" against a husband who is not being a "good" husband. All she can do is file for divorce if she is not happy and satisfied with the relationship.
