Q: Refinancing my California condo. Who pays for HOA documents -condo questionnaire & Homeowner's Association Certificatio?

I am refinancing my condo. Lender is requesting for 2 HOA documentation, Condo questionnaire and homeowner's association certification. The HOA management forwarded me to a homewisedocs website who are charging $200 for the documents.

My question is, as a homeowner shouldn't I be provided the documentation for free? I don't understand why I need to pay to get copies of documents. Property is located in Glendale, California.
