Q: How do know how far I can move since non custodial parent doesn't live in state anymore and hasn't seen kids in 3 years?

Parenting plan in TN. Non custodial parent moved out of state 3 years ago, hasn't seen kids since. I want to relocate out of state. Don't have a current address for their father. Plan says I can't move more than 50 miles from his address, but he lives in another state. I got in contact with him 8 months ago and we had discussed me moving out of state with the children, which he was agreeable to. But I have been unable to get a hold of him since those brief conversations. I know for long distance move I need to send intent to relocate to his last known address, which I already know isn't his current address. But do I need to go to court since he doesn't even live in state? And since he doesn't live in state, how do I judge distance within the state of how far i can move without it being considered long distance?
