Q: Im in ohio i have an urgent question about child support

Im in ohio Hi i know a woman who lost custody of her child, but gained it back. The woman who had custody of her child before she got him back had a support order for the biological father to pay. He still owes a lot of back child support. The mom decided not to get an order for the father since shes had him back for almost two years. Does the money that the father owes for child support then go to the state, or the amount still owed go to the person who formerly had custody of the child?
