Q: How do you fight a leash law citation from a dog on dog attack , other party is lying? I have video of mines on leashes

The video shows me leaving my place with my 2 dogs on the leash but some reason the camera went out with us coming back in. My smaller dog was attack by an unleashed dog and I fell trying to hold on to my other dog that ran away and the another dog chased him. Well the owner of those 2 dogs admitted to the attack and having 1 dog unleash but he made up a story to animal control about my dog that ran away being unleash so we are both getting citation. And get this there was no one outside but he put in his report witnesses . I never put in my report about my bruises but I did have some from falling but at the time I only cared about my dogs . Animal control told me before it goes to court I can drop it where we both don’t get a citation but I truly did have both my dogs on leashes
