Q: What are our renter/tenant rights in Los Angeles regarding livable conditions in extreme heat? I.e. Windows, AC,?

Are there building requirements to ensure a livable apartment during extreme and dangerous heat (weather)?

A: Yes there are. Visit CA Civ. Code Section 1941.1 and 1941.2 and health and safety Code sections17920.3 et seq.

These codes address the warrabnty of Habitability and health and safety issues. Best of luck.

A: Mr. Juarez is correct and you should look at those sections, as well as Civil Code § 1942, which provides the "repair and deduct" option to a tenant, AFTER YOU PROVIDE NOTICE TO THE LL. See also section 1941. BUT I must warn you that none of these sections address AIR CONDITIONING, in fact, they speak only about Heating and weather protection. You would be making a creative and as far as I know, untested argument to claim that the apartment lacked habitability standards because it was too hot and there was no Air. Best that you consult with a local Tenant's rights attorney in your area before you do anything.
