What can I do about this. I know there’s a moratorium in force Until January 2021 that no one can be evicted. Banged on door to close Windows early in the morning

A: As a tenant you have the right to expect quiet enjoyment. This means that no one, including the landlord, can harass you. Send the L.L. a letter, demand he cease his harassment. Deliver it personally with a friend or certified first class maik; if it were to continue, go to you local police department and sign a comlaint.

A: You are entitled to quiet enjoyment, The actions by the Landlord is contrary of the provisions of the lease. Either deliver to him personally while accompanied by a third party, a notice of violation and that such acts must cease immediately. If the Landlord continues any such annoyances, go to the your local municipal police department to file a complaint. Keep an accurate record of any such acts by the landlord, the dates, and times. If he is calling your smartphone, do not erase the calls. As an additional issue, when you move into the apartment did he provide you with a copy of the Municipal Certificate of Habitability?
