The answer to the "can they" question is almost always "yes." Wrongful and rightful arrests happen every day.
Whether the officer's actions are legal when they are reviewed is a totally different issue. Officers violate their duties and the law regularly, and it is only clients willing to call them on it by actually going to court and following up.
If you were arrested you may have a claim (likely a minor one) and I always encourage folks to pursue the claims as otherwise you are letting the officers get away with it.
