Q: If I had a criminal offense declared a misdemeanor can answer I no to "have you ever been convicted of a felony" ?

A: if they filed a misdemeanor, on an arrest, then if you pled to that Misdemeanor, you did not plead to a felony.

A: If you had a felony conviction reduced to a misdemeanor (which is the way I'm interpreting your question), it depends on what type of question is being asked. For example, if you want to buy a gun a prior felony conviction will preclude you from doing so. The same holds true for most government jobs.

A: Whatever it was on the sentencing date, that is the answer. If it was reduced AT the sentencing, then is a misdemeanor. If the felony charge is reduced AFTER the sentencing, then you have been convicted of a felony.
