A: You need to file it in your home state. You cannot file in Tenn until you have lived there at least 180 days.
A: If you have assets in the District (as in District of the District Court in which you are living) or if you have been in the District for the "greater portion of the previous 180 days" you can file in Tennessee. There is a caveat: your exemptions in your former state may be better for you and in this short window you can file there.
