Q: Where is an exact person at a real consumer agency that will action to get me a vehicle purchase refund? 6 mo, no title.

Vehicle purchased in Bellflower, DMV investigations I opened in January...DMV just talks about taking my vehicle away to impound and leave me in the streets walking and say courts are two years to get a refund but that was pre lockdown times. Most dealers left the state. I have insurance just drive on expired tags like 1/5 vehicles in San Pedro or Venice any walk will reveal now. People say if you leave the state on such tags that's where most trouble with losing vehicles happens. The whole dealership, his tag and title company keep lying and say the fault is DMV in Sacramento being so slow to deliver title. As it appears this is a salvage vehicle and the dealer passed it and other's and tells them all the same. Title just slow at DMV. Salvage vehicle (non-disclosed to me) is a lot of CHP+DMV mechanical insp chop shop/fake vin search, costs $ and work. Dealer knows it won't pass, he won't put the money into it. Vehicle left in dealer name = impound he get's it back to resell

A: Your post is very hard to follow. That said, it appears you have at least one issue related to title? I think Attorney Colin Welsh may be able to help with this one.
