Q: My friend is being charged with controlled substance charge. On her paperwork from her arrest there is an F.B.I. number

At the top where there is also the case # etc. Why and what does that mean? Is it normal?

A: Multiple possibilities exist, depending upon what document and where you are looking. Friend could show the paper to a criminal defense attorney, who would then be able to see what is being referenced. Or at least a phone call.
