Q: Can a 14 year old ask to be removed from his home to live with a non-family member?

The child has been in and out of the mothers home since he was 8. Since being in her custody he has threatened to commit suicide, resulting in a week long stay in a facility. The child has no issues outside the home and the mother refuses to get the child help or acknowledge her role in the issue. His father is dead. Can the child ask to live with a non-family member who wants him? And what would that process look like if so?
